Provincial Nominee Program
Every province and territory have their own Provincial Nominee Program (PNP) with their own specific requirements. The purpose of this program is to serve the individual immigration needs of the provinces. It is the only immigration program run provincially and not federally. This program is very popular for those who do not qualify for the Express Entry Program and international students graduating from approved Canadian Universities.
Applying under the PNP is a two-step process where one first applies for a PNP certificate and then, within six months, must use it to apply for permanent residence. This second step can be through Express Entry, where the certificate will give a significant amount of points, or by a paper application.
The Alberta Immigrant Nominee Program (AINP) went through some radical changes in June 2018 that largely made the process more difficult than before. Most streams in the AINP were put together in to one stream called the Alberta Opportunity Stream. In order to qualify in Alberta one must, at a minimum:
be working in a skilled and eligible position in Alberta (although these standards are lower than the Express Entry)
maintain valid temporary status (Work Permit) during the processing of the first stage of the program
Have an appropriate score on a authorized English or French test
have completed a minimum Secondary education in one’s country of origin
meet the minimum full-time work experience. The amount of time will depend on the type of work permit you have and where the work experience is gained
meet a minimum income level which is determined on the size of your family
Most people applying for a Provincial Nominee Certificate are under strict time constraints as the first stage of the application needs to be complete before a person’s work permit becomes expired or because only a certain number of nominations are given every year.
